Configure it once. Govern it everywhere.
Set up departments or agencies, people, approval workflows, taxonomy, and branding from one Admin Portal. Configure the rules once at the top, and let each unit adjust what it needs.
The Create Workflow builder in the Admin Portal, with unsaved changes. The left panel lists available approval groups such as Legal Review, Finance Approvers, IT Security Review, and HR Leadership, each with an Add button. The canvas shows three steps: Legal Review requiring 1 of 3 approvals, then Finance Approvers and IT Security Review running in parallel where all members must approve, then HR Leadership as the final approver requiring 2 of 3. The Workflow Properties panel shows the name Board Policy Approval, a description, the Active checkbox, and the organization scope Kestrel County.
The Users & Roles page for Kestrel County. In Add User to Organization, a search for ortiz finds Sam Ortiz, and the Assign Role menu is open, listing system roles such as Policy Creator and Policy Reviewer plus the custom role Records Coordinator. Below, Current Assignments shows 42 total, including Alana Brooks as Policy Reviewer, a system role, and Marcus Lee as Records Coordinator, a custom role, each assigned by Jordan with a date and a Remove link.
The Roles & Permissions page for Kestrel County, with buttons to manage user assignments and create a new role. The System Roles section lists 8 built-in roles, starting with Glossary Approver. Organization Admin is marked Hierarchical and is expanded to show its permissions, such as Access Admin Portal, Approve Policy, Assign Workflows, and Create Approval Group.
The Organizations page for the Kestrel County hierarchy, with a New Organization button. A table lists each organization with its parent, site path, plan, and admins: Finance, Human Resources, Human Services, Public Works, and Records & Archives under Kestrel County; Benefits Administration under Human Resources; and Fleet Services, unpublished, and Road Maintenance under Public Works.
The Organization Theme page, scrolled to Theme Management Tools with Save Snapshot, Restore Snapshot, and Reset to Defaults. Under Organization Settings, the brand name is Kestrel County and the OIDC code is KC. In the Color Palette, the primary color has been changed to a lighter blue, #4a90d9, and a warning says it has low contrast with white text and that WCAG AA requires 4.5 to 1. The secondary color is teal, followed by extra colors #1 to #4.
The Knowledge Base page in the Admin Portal. Folders such as HR Handbooks, IT Security Standards, and County Code Excerpts hold reference files. The HR Handbooks folder is open with three files. An Upload Document dialog accepts PDF, Word, Excel, PowerPoint, HTML, CSV, Markdown, and JSON files up to 50 MB. After uploading, the folder is synced so AI-Assisted Drafting can use it.
A Bulk Upload batch page for kestrel-policy-library.zip, uploaded by Jordan Kim and importing as policy drafts. Progress shows Processing, 31 of 48 files processed: 27 imported, 1 failed, 3 skipped, and 17 remaining. The file list shows Equal Employment Opportunity and Telework imported as drafts, with an alt text warning on one; Leave of Absence skipped because older .doc files are not supported; Workplace Violence Prevention failed because the file could not be read; one file running; and the rest queued.
The Open Records Request page in the Admin Portal. An administrator searches for Fleet Vehicle Use and selects it. The export panel lists 4 versions, 52 timeline events, 17 comments including 2 soft-deleted, 9 approvals, and 3 attachments, with the request reference ORR-2026-0512 and four package options checked. After queueing, the Export Inbox shows the new export as queued alongside earlier ready packages.
Build approval paths visually. Add approval groups as steps, run independent reviews in parallel, and set how many approvals each step needs. The last step is the final approver.
Give people the access they need. Find a user and assign a system role or one of your custom roles. Every assignment shows who made it and when.
Start from built-in roles. System roles cover admins, authors, reviewers, and viewers. Expand any role to see its exact permissions, or create a custom role for your organization.
Mirror your organization chart. Each agency gets its own site, plan, and admins, and agencies can sit under other agencies.
Brand it, and keep it readable. Set your brand name, palette, logo, and hero image. Colors that fall below WCAG AA contrast are flagged as you pick them.
Ground AI in your own material. Organize reference files into Knowledge Base folders and sync them. AI-Assisted Drafting works from the files authors pick here, not from the open internet.
Bring your existing documents with you. Upload a ZIP of Word files and each one becomes a draft. Follow every file as it is imported, skipped, or flagged.
Answer a records request in minutes. Pick any document, including archived ones, and choose what goes in the package. MOSI exports every version, comment, approval, and audit event as one ZIP with a SHA-256 manifest, and logs the export itself.

Public organizations aren’t one department with one approval path. MOSI models your real structure: organizations inside organizations, each with its own people, workflows, and branding, governed from one place.
Capabilities
The controls behind every policy.
-
Organizations inside organizations
Nest organizations as deep as your structure goes. Each department or agency has its own users, workflows, domain, and timezone, and decides how permissions flow from its parent.
-
Sign in with your identity provider
Single sign-on over SAML or OIDC. Just-in-time provisioning matches each new user to the right agency and starts them as a Policy Viewer.
-
Roles that fit the job
Start from built-in system roles, from Organization Admin to Policy Viewer, or build custom roles from grouped permissions. Hierarchical roles also apply in child agencies.
-
A visual workflow builder
Arrange approval groups into sequential or parallel steps, set minimum approvals, and name a final approver. Assign workflows by organization or document type.
-
Taxonomy and metadata
Manage categories, tags, a glossary, and custom metadata fields in seven types. Import up to 5,000 rows at a time from CSV.
-
A knowledge base for AI drafting
Keep reference files, from handbooks to statutes and standards, in Knowledge Base folders. Sync a folder and authors can ground AI-Assisted Drafting in exactly those files.
-
Open records requests
Export any document, archived ones included, as a single ZIP: every version, comment, approval, and audit event, with a SHA-256 manifest. The export itself is logged.
-
Document Logs
See every submission, approval, change request, and publication across your organization, filtered by date and action type.
-
Branding and terminology
Set colors, logos, hero images, and editor fonts. Rename content terms, such as calling policies directives, and customize the top bar and footer.
Why it matters
Flexible for each team. Consistent across the organization.
-
Local control, central standards
Agencies manage their own people, workflows, and look. Hierarchical roles and per-agency inheritance settings keep organization-wide rules in force where they belong.
-
Your library comes with you
Bulk Upload turns a ZIP of up to 500 Word documents into drafts in the background, so moving to MOSI doesn’t mean retyping your policies.
-
Accessible by default
Theme colors are checked against WCAG AA as you choose them. Text switches automatically on light colors, and primary buttons are darkened when they fall short.
What goes in the Knowledge Base, and who can see it?
Administrators upload reference material such as handbooks, standards, and code excerpts into folders: PDF, Word, Excel, PowerPoint, HTML, CSV, Markdown, or JSON files up to 50 MB each. Files stay within your organization, and authors choose which ones AI-Assisted Drafting should work from.
Can each agency manage its own users?
Yes. Organization Admins add users and assign roles within their own agency. Roles marked hierarchical at a parent organization also apply to its child agencies, depending on each agency’s inheritance setting.
Does MOSI work with our identity provider?
MOSI supports single sign-on over SAML or OIDC. With just-in-time provisioning, the division claim from your identity provider is matched to an organization’s OIDC code, and new users are added there as Policy Viewers.
How do we move our existing policies into MOSI?
Upload a ZIP of up to 500 .docx files, 50 MB each. MOSI converts them into drafts in the background, keeps headings, lists, tables, links, and images, and takes each title from the first heading. You’re notified when the batch finishes.
Can we change what things are called?
Yes. Branding & Terminology settings let you rename content terms, for example calling a policy a directive, and customize the top bar and footer. Editor Styles set the fonts for body text and headings.
What happens if we pick colors that aren’t accessible?
The Theme page warns you as soon as a color falls below the WCAG AA contrast ratio of 4.5:1 with white text. The preview switches text color to stay readable, and primary buttons are darkened automatically so they still pass.
